A pollution certificate is a mandatory certificate for getting the license to run an industrial unit on a commercial basis. For this certificate, government authority has specified conditions against which an industrial unit will be allowed to operate. If the conditions have not complied, the authorization granted to run the factory is automatically canceled. To avoid the cancellation of the license, any organization or factory must be regularly inspected in a special manner. The verification process includes checking all equipment of the factory against norms and standards set by the government before issuing a pollution certificate.

Consent to Establish
The consent to establish is a certificate issued by the local authority, certifying that the applicant has complied with all statutory requirements and laid down procedures in respect of establishing the industry. The consent to establish will be valid for a period of five years and should be submitted to the competent authority along with the application for a pollution license.
Consent to Operate
The consent to operate is a certificate issued by a local authority certifying that an industrial unit has been established in accordance with all statutory requirements and laid down procedures. It is also known as the Certificate of Registration. This certificate has to be renewed every 5 years and should be submitted along with the application for renewal of the pollution license.

- Two copies of each of the latest returns filed with the Income Tax Department along with the certified true copies of challans showing payment of taxes and other dues.
